IMPACT OF GLOBAL GEOPOLITICAL DEVELOPMENTS ON TOURISM AND HUMAN REFUGEE TO INDONESIA POST PANDEMIC COVID-19

Abstract


Changes in the global geopolitical order since the COVID-19 pandemic have gradually turned endemic in each country, and people must live in peace as long as the existence of this virus.  On the other hand, the dynamics of the global geopolitical situation itself, which is generally interpreted as a projection of control over a territory and natural resources as the identity of a country's strength. The dynamic development of global geopolitics after the COVID-19 pandemic with drastic changes, which previously was a global collective struggle in dealing with the impact of the virus, has shifted back to the identity of national interests and individual ambitions. Events of the Russian military operation into Ukraine in early 2022, China's unilateral provocation in establishing a no-fly zone in the northern region of Taiwan in early April 2023 (thereby hampering 33 international flight routes to and from Taiwan) as well as the escalation of the civil war in Sudan in early April 2023. This phenomenon of geopolitical turmoil should be watched out for by the existence of certain parties (state or non-state actors) who are trying to take advantage of opportunities to strengthen their respective geopolitical positions, and do not care about recovery from the impact of the crisis caused by the COVID-19 pandemic. The impact of the escalation of armed conflicts and wars perpetrated by these actors (state or non-state) greatly affects security stability, foreign policy and the global economy in almost every country, whether we like it or not. One of the potential problems that could have a direct impact on Indonesia, is the presence of asylum seekers in Western countries as a result of armed conflict, especially from Sudan. Indonesia as a transit country will experience a surge in refugees traveling by sea to Australia (the impact of refugee rejection by several countries in Europe). The problem of refugees, both those seeking asylum or under the guise of foreign tourists avoiding conscription in their countries (political refugees) that are experiencing war, will become a problem in the future for Indonesia. Rejection of asylum seekers from certain countries by destination countries, such as Australia, has led to a buildup of transit refugees whose citizenship status is unclear in Indonesia.

Lesson learn from illegal immigrants in big countries (such as in the United States and several other Western countries), which are generally due to their "dark" status which causes them to generally commit criminal acts, which have an impact on the stability of security and public order, whereas potentially could be occur in Indonesia (see several criminal cases recently that were generally committed by foreign tourists in Bali, who exceeded their residence permits and ran out of money and supplies). Refugees and illegal tourists can not only disrupt security and order stability in the country, but can also disrupt Indonesia's original socio-cultural order and of course increase the cost of state spending in handling them (especially refugees) while in Indonesian custody.
