Readiness of local government to integrate social protection and disaster management in Indonesia

Abstract


Poor group in urban and rural societies often faces a double burden of inequality where poverty itself and threat of natural hazard impacts. So, the intervention should consider both at once to prevent and mitigate severe impacts when the disaster occurred. There are necessities of integration intervention between poverty reduction and disaster management. A targeted intervention for poverty reduction is social protection (SP). Social Protection is a set of interventions to alleviate poverty of vulnerable people (poor and near poor) to reduce economic and social risks. The SP aims to protect, to prevent and to promote livelihood of household in the society. Thus, SP presents an opportunity to develop comprehensive and integrated strategies to address disaster impacts. Moreover, the potential of  the integration between SP and disaster management is only mainstreaming in the naional scale.  This research addressed the kind of social protection scheme that suitable with certain disasters and to in-cooperate the SP to disaster management in local policy, including readiness of local government in regards with this approach. The methodology is utilizing qualitative design by the technique of content analysis through literature review, document, focus-group discussion, and key in-depth interview. The locus of research is located in Pekalongan and Yogyakarta to display the comparison between local governments in tackling the problems. The expected output of this research is typology of type disaster, livelihood and possibility of social protection scheme, and enabling factors to integrate SP and disaster management in each of city or region. In addition, the steps/causal matrix to merge the SP and disaster agenda each of city/region.
