The Importance of Community Support for Elderly Social Protection: Lessons from the Disruption of the COVID-19 Pandemic in Indonesia

Abstract


The elderly are a vulnerable group that has experienced a significant impact from the COVID-19 pandemic with the highest proportion of deaths. This condition needs serious attention because as a country that is entering an aging population, the number of elderly people in Indonesia is very large, reaching 29.3 million in 2021. The pandemic 'forces' the elderly to limit their mobility and socio-economic activities. This condition causes many problems, especially access to health facilities and services as well as daily social activities. This paper aims to discuss community support for the elderly in overcoming obstacles to their social activities during the pandemic. This is based on the study conducted in Malang Regency, East Java Province, Bekasi City, West Java Province, and Tabanan Regency, Bali Province. This study used qualitative methods with open interview techniques and Focus Group Discussion. The results of this study revealed that the community played an important role in protecting the elderly in dealing with the impacts and risks of the COVID-19 pandemic. The community became the front guard that assisted the elderly in providing their special needs and the main support system for this vulnerable group. The community implemented coping strategies based on their social capital and socio-cultural practices in supporting the elderly during self-isolation, maintaining their health conditions and social activities during the pandemic. This study also highlighted the essential need to accelerate the transformation of virtual communication for the elderly, especially in urban areas, through social networks in the surrounding community. This communication network functions as a medium for the elderly to share information, stay in touch with friends, family members and relatives, and deliver messages according to their specific needs. The elderly therefore are able to adapt to the changing conditions in the new normal and face similar disturbances in the future.
