Increasing Digital Literacy in the Government Sector to Foster a Digital Culture

Abstract


This study aims to investigate the strategies for increasing digital literacy in the government sector to foster a digital culture. A mixed-methods approach, consisting of a quantitative survey and qualitative interviews, was employed to collect data from government employees across various departments in Indonesia. The quantitative survey was administered to 1000 employees, while in-depth interviews were conducted with 50 key informants. The findings reveal that digital literacy levels vary across government departments, with some employees displaying advanced digital skills, while others lag. The study proposes a comprehensive digital literacy training program tailored to government employees' needs, emphasizing collaboration between the government, private sector, and educational institutions. By enhancing digital literacy, the government sector can effectively adopt digital technologies, streamline processes, and foster a digital culture to better serve the Indonesian public
