Study of Social Vulnerability in the Land Sector in Sebulu District, Kutai Kartanegara Regency

Abstract


The study of social vulnerability was carried out because of the social risks that could be experienced by some socially vulnerable groups in the land sector. To achieve the objectives of the study, various stages were carried out starting from preparation, initial observations, coordination, field surveys, data analysis and preparation of reports through FGDs. To strengthen the results of the study, questionnaires and in-depth interviews were conducted on the respondents. Factors causing social vulnerability in Tanjung Harapan Village are the overlapping of land between residents and HGU, low land ownership by residents. Meanwhile in Sanggulan Village, the factor that causes social vulnerability is the overlapping of land with the HTI company PT ITCHI, because residents in RT 19 and 20 occupy the HTI area. Factors causing land problems for the category of land owners with an area of less than 0.5 ha are due to low levels of education and income, as well as high expenditures. In addition, factors that also affect vulnerability are drought and flood disasters that cause crop failure. For this reason, it is necessary to formulate policy recommendations that can be carried out, including the role of the Regional Office (Kanwil) for Agrarian and Spatial Planning (ATR)/National Land Agency (BPN) of the province and the District/City Land Office (Kantah) in monitoring the issuance of HGU and HTI permits or KBK, settlement of land disputes/conflicts between residents, socialization related to river border areas.
