Abstract
Tomohon City has four Vocational School, each of which is managed by the government and the private sector. The role of ICT can improve the quality of learning through the implementation of e-learning-based learning. E-learning is the use of Internet technology in the delivery of learning in a broad range based on three criteria, namely: e-learning is networked with the ability to innovate, store, distribute and share information in the form of teaching materials; delivery to end users through a computer using internet technology standard and; focuses on the broadest view of learning beyond the learning paradigm. E-learning can be packaged to provide the content of character education, making it easier. Attract and reach out to Internet users, particularly the vocational students. Character education is needed for the intellectual life of the nation. A developed nation is determined by the education obtained, including intelligent character education. The results of this paper studies the concept of character education development can be applied easily through ICT. Development of character education can be a filter for students who are Internet users. The conclusions obtained by the development of character education can be done by utilizing the Internet network malalui renewed effort to teach every subject content of character education, making the display manners, character, distribute kepengguna end all things in accordance with the intended purpose of educational development. Expected of all components and materials that can be uploaded really shows the character in accordance with the purpose of education itself. Character education in vocational schools is increasingly important to avoid the tendency of inter-school fights that became a phenomenon nowadays, also to establish identity in accordance with Indoonesia personality. Use of ICT to at least consider the concept of 5 C (character education). Some suggestions are presented, namely: unavoidable impact of ICT, therefore it is useful and has a positive impact, then the use must be controlled even for the benefit of present and future. All negative content must be explained the consequences and effects correctly and not just done by giving a prohibition.
