Abstract
Background : One of the major breakthroughs in waste management is Garbage Bank program. Through this program, the paradigm is formed in the minds of the public that garbage is something that is useless and thrown away, changed into something that also has value and price. The aim of research to determine the influence of predisposing and reinforcing factors towards saving decisions in the Garbage Bank Takojo and Pangkil in Bintan District in 2016.
Methods: This type of research is analytic with cross sectional design. The population is all Customers of Garbage Bank in settlements in the Bintan District totalling 113 people and sample as 88 people, who were taken by stratifaid random sampling. Data collected by interviews guided by the questionnaire. Data analysis using the independent t-test at the level of 95% (α=0.05)
Result :. The results showed of 88 people known to 69 people (78.4%) is active in saving the garbage. Results of independent t-test, showed that there's no significant difference between age, occupation, education and punishments with the decision of saving garbage.
Conclusion: there is a significant correlation between culture (p=0.029) and gifts (p=0.041), with the decision of saving garbage in Bank Garbage Takojo and Pangkil in Bintan District in 2016.
Recommendation: In the formal education, the local content subjects becoming an option to introduce Garbage Bank program on early age. Education and culture to the general public should also be done through the media information that are familiar to them. The more familiar Garbage Bank program in the community, the more people begin ''provoked'' in realizing their need for Garbage Bank program. Expected ''Garbage bank in every home'' will become a reality. City administrators need to enforce compulsory education among low-income families.
