Abstract
This paper discusses on the development of education sector after the new order regime in the regions of Indonesia. This paper aims to evaluate the extent of which the implementation of decentralisation policy in education sector has given contribution to the human development in North Sulawesi Province, Indonesia. The research argues the decentralisation policy in education sector just transfers the decision-making process from the central to the locals rather than empowering education in the locals. This research was conducted using appropriate methodology such as literature review to achieve its objectives. It utilises the secondary data from the Central Bureau of Statistics of Indonesia, the local government’s reports and newspapers. This paper contributes to greater understanding of the implementation of the education policies in developing countries especially in Indonesia.
