EMPLOYMENT DEVELOPMENT FRAMEWORK USING LABOR MARKET INFORMATION SYSTEM IN NORTH SULAWESI PROVINCE

Abstract


This research is intended to conduct a careful analysis of the design of the Labor Market Information System (LMIS) in North Sulawesi Manpower Office concerning workforce planning within the framework of employment development and specifically intended to determine the scope of workforce planning currently designed, analytical planning and modeling used for processing and presenting data, coordination processes in the collection of employment information, and physical elements supporting the development of information systems, such as hardware, software, database, operational procedures, and operational staff. This research is descriptive survey research. The conclusions obtained from the results of this study are that: (1) The scope of employment planning in North Sulawesi Manpower Office includes strategic planning, tactical planning, and operational planning; and also covers the employment phase before, during, and after the work period; (2) Analytical and modeling challenges for processing and presenting data tend to use intelligence models to find problems and decision models to recognize and analyze possible solutions; (3) The type of data collected is adjusted to the needs of the Sub-Service in carrying out their respective functions, and the process of collecting data is carried out by each Sub-Office, but in its use can exchange information because the functions of each Sub-Service are actually interrelated; (4) Data processing is still activated manually even after being assisted with a computer device. The LMIS included management information, labor information, training information, industrial relations information, and surveillance information, to provide services that were fast, accurate, and informative, both for internal needs and community needs.
