Influence of Organizational Governance in the Implementation of National Dual Training System (NDTS) Program

Abstract


Industry involvement in skills training programs is a continuous effort in Malaysia to produce competent skilled manpower. The National Dual Training System (NDTS) program  introduced in 2005 is one of serious evidence from government to encourage more industrial engagement. NDTS program is a collaborative skills training program between training centres and industry conceptualized in a real working environment in the industry. However, data from Q-Fact SLDN from 2005-2018 indicates that industry involvement is still low. One of the factors influencing industry involvement is organizational governance. The aim of this study is to examine organizational governance influence on industrial involvement in the of NDTS program. Semi structured interviews were conducted with 15 industries representatives in the National Key Economic Areas (NKEA).  A deductive analysis approached were used with a pre-set constructs derived from literature review which are commitment, trust, and coordination. The findings revealed that organizational commitment to giving and receiving information, effective interaction and positive value sharing will create a sense of trust and an effective coordination element affecting an organization to establish cooperative relationship hence influences the organisation decision to be involve.
