Strengthening Human Potential for Skills Development In line With The 4th Industrial Revolution

Abstract


The fourth industrial revolution (4IR) is a new revolution with a combination of communication, IT data and physical system, also known as a cyber-physical system. The arrival of 4IR needs a further action on identifying industry trends, job demands and possibilities that may arise in parallel with this revolution especially to strengthening human potential for skills development inline with 4IR. The skill sets required in both old, new occupations will change in most industries, and transform how and where people work. It is crucial to understand globally, as well as between developed and emerging markets, the employment, skills and education concerns of individuals. A qualitative research design within a focus group was used to collect data for this study. The focus group method entails small group discussions on title of strengthening human potential for skills development inline with 4IR, involving members of Department of Skills Development Malaysia, an academician from the different institutions in Malaysia and industrial players from a various industry in Malaysia.The findings show five strategic plan that can be used as a guideline by the Department of Skills Development(DSD) in order to develop a skills for 4IR which are empowering digital skills, instructor need to be proficient in using high impact technology, instructor need to have entrepreneurial mindset in order to encourage the application of entrepreneurial criteria, instructor need to competence to deliver soft skills to students and lastly to produce skilled workers with a combination of technical skills and soft skills. Thus, the further study is suggested to identify the methods that Department of Skills Development uses to accomplish this guideline to increase the skills workforce for Malaysian Fourth Industrial Revolution.
