Spatial Dynamics of Land Use and Direction for Settlement Development in North Penajam Paser Regency

Abstract


The plan to relocate the new capital in North Penajam Paser Regency can fosteractivities and increase economic development in the region. Economic growth and an increasein population have led to changes in land use, especially land for settlement. Unplanned land-use changes can cause many consequences and environmental problems, so it is necessary topredict land-use changes and directions for settlement development. This study aims to analyzeand predict changes in land use in 2031 and to analyze the trend of settlement development inthe North Penajam Paser Regency. The method used in this research is modeling using CellularAutomata–Markov Chain for land use prediction and overlay method for settlementdevelopment. Settlement suitability factors used in making prediction models are the distancefrom POI, distance from the road, distance from the River, distance from coastline, elevation,and slope. Most of the land use in North Penajam Paser Regency in 2009, 2014, and 2020 wasforest, mixed plantations, and oil palm plantation. The prediction of land use in 2031 shows thatforests will experience a high decline in the area. The development of settlements in the NorthPenajam Paser Regency is not visible, but the area increases every year. The direction ofsettlement development in the North Penajam Paser Regency is prioritized in the eastern andsouthern parts, especially in the Penajam District.
