Abstract
Abstract. In 2020 Indonesia's HDI reached 71.94 or in a very high category, but is still in 107th place out of 189. The HDI in every province in Indonesia shows varying numbers and has increased every year, but there has been a slowdown increase from 2019 to 2020, which caused by the Covid-19 Pandemic. This study aims to analyze the variables which affect HDI in Indonesia before and during the Covid-19 Pandemic, it also to analyze Covid-19 affect HDI in Indonesia. This research uses a quantitative method with descriptive analysis and inferential analysis by spatial regression using geoda software. The HDI before the Covid-19 pandemic is significantly affected by the percentage of poor residents and the university gross enrollment rate, while the during Covid-19 Pandemic, HDI is also significantly affected by Gross Regional Domestic Product (GRDP) per capita and ratio of the number of hospital beds to 1.000 residents. Based on the spatial dependency test, it is known that there is a spatial dependency for HDI in Indonesia during Covid-19 period. From these results, it is necessary to have a policy that is oriented to reducing poverty, increasing the scope of education services, improving macroeconomic conditions in a region and also ensure a sufficient number of hospital beds, especially during the Covid-19 Pandemic.

Abstract. The Human Development Index (HDI) is an indicator used to measure success in improving the quality of human life in region. The HDI of each province in Indonesia has different numbers and is increasing every year, but the increase slowed down from 2019 to 2020, one of which was due to the Covid-19 Pandemic. This study aims to analyze the effect of GRDP, poverty alleviation, Gross Participation Rate in Education and local spending in HDI in Indonesia and also to analyze the impact of Covid-19 on HDI in Indonesia. Based on research using quantitative method by spatial econometrics, it is known that there are differences in the factors that affect the HDI pre and during Covid-19. In 2017 (pre Covid-19) HDI was very significantly affected by poverty reduction and the Gross Enrollment Rate in education (University), whereas in 2020 (during Covid-19) HDI was also significantly influenced by GRDP in addition to these two factors. Local spending does not significantly affect HDI both pre and during Covid-19. Based on the spatial dependence analysis, it is known that there is no spatial correlation in HDI both pre and during Covid-19 in Indonesia. Based on these results, it is necessary to have a policy that is oriented towards improving the welfare of the community in the context of reducing poverty and also increasing the scope of education services in order to increase the Gross Education Rate in education, especially up to University level.
