Abstract
Smart village is initiative based on the communities’ ideas in order to attract information technology benefits for rural communities. Smart village combines four pillars, namely smart people, smart governance, smart economy, and smart living/environment. However, smart villages in Indonesia are still rare to combine four pillars simultaneously. At this time, in Indonesia, there are two smart villages using four pillars by top down and bottom up model. This study examines the bottom up model involving community participation in order to improvement and increasing the well-being of rural communities through four pillars. The research method of this study is qualitative research by conducting action research through meta-plan in order to find out the potentials and constraints in the village, analysis potential and constraint, making program based on communities’ ideas, and socialization program. This study showed that through the community empowerment of smart villages program could encourage the community participation in order to develop their village creatively and innovative. In conclusion, it can be argued that four pillars by using information technology can be conducted if people have awareness to develop their village towards prosperity. This study also contributes not only study for sustainable development but also for encouraging community participation through action plan that was still understudied.
