THE EXISTENCE OF HISTORIC AREA IN TERNATE ISLAND UNDER PRESURE OF URBAN DEVELOPMENT

Abstract


The history of North Maluku is inseparable from the Sultanate on Ternate island. Many historical relics are scattered on this island from the colonial times of Spain, Portugal and the Netherlands. Nevertheless, these historical heritages are currently being pushed by urban development. This study aims to (1) identify the types and distribution of existing historical heritages, (2) compare the historical heritages position of distribution and grouping with Ternate's city spatial plan, (3) identify the conditions and strategic problems that arise due to the pressure of urban development. There are several research methods used, namely: 1) field surveys and visual observations, 2) overlaying Geographical Information System (GIS) maps, 3) interviews with the Sultanate and the Regional Government. The results of the study show that the historical heritage on Ternate island is mostly concentrated in the area around Kedaton. In the city spatial structure plan, the Ternate Kedaton area is in the center of the city activities area. On the zoning plan, Ternate Kedaton is in trade and dense settlement zone. The potential of natural beauty and existing of historical heritage should be able to make this island an tourism destination. Unfortunately, in this historic area there have been many land function conversions and the omission of development irregularities that have been going on for a long time. Important issues that emerge at this time are: (1) a lot of land owned by the sultanate has been purchased by the community, (2) residential areas in coastal areas are not well organized and do not have beach border line, (3) coastal reclamation does not pay attention to historical aspects, and (4) lack of historical conservation rules understanding by the sultanate, regional government, and local residents.
