BALI SOCIAL MOVEMENT TO SAVE THE COASTAL ENVIRONTMENT BASED ON THE SUSTAINABLE INCLUSIVE PARADIGM: The reclamation case of Benoa Bay, Bali

Abstract


Indonesia is an archipelagic nation with the fourth-longest coastline in the world, after United States, Canada and Russia, with a long coastline of 95.181 km. And, ¾ of the total area of Indonesia consists of coastal zones (5,8 million km2 from 7.827.087 km2). Until now, coastal peoples have generated a large amount of marine resources and a great benefit from coastal zones. This zone is often linked with a variety of economic activities and a sharing of various benefits among coastal communities in managing marine resources.  The movement to reject the reclamation of Benoa Bay, Bali, which is viral with its tag #Tolak, Reclamation, has struggled almost six (6) years into the beginning of 2019. They were initiated by non-governmental organizations (NGOs) ForBali and Walhi. The aim of rejecting reclamation is to save the life of the Benoa Bay from the massive development and fabrication of islands (land) that are harmful to the environment, culture and economy. And, economically it will destroy existing tourism spots, then it will culturally destroy 70 Hindu religious worship temples. The success of the reclamation refusal movement is to stop the construction of a private-funded reclamation, so that the coastal areas of Bali are prevented from environmental damage. The research question of this paper is that how does the NGO’s lead the effort to make coastal cities a better social resilience in coping disaster? This paper is extracted from the research that had been conducted for 2 years (2017-2018) with the title "Inclusive Development in Coastal Cities” under the Indonesian Institute of Sciences (LIPI). This research employs a qualitative research approach. The results are the analysis of the social resilience of coastal areas in the face of disaster impacts to enrich management and policy of coastal areas in Indonesia.
